This commentary discusses the proposals in the Children's Hearings (Scotland) Bill for amending the concept of “relevant person” within the children's hearing system (proposals that were, in substance, enacted when the Bill became and Act in 2011). The definition (now contained in s.200 of the 2011 Act) is substantially narrower than that in the Children (Scotland) Act 1995, but a new process by which a person who does not come within the definition can become a relevant person is created.
