Discusses the Scottish Government's Consultation Paper on possible changes to the children's hearing system (which led in the fullness of time to the Children's Hearings (Scotland) Act 2011). The major structural change proposed was the abolition of the then existing 32 children's panels (each linked to a separate local authority area) and their replacement with a single, Scotland-wide, children's panel. Changes were also proposed to the grounds of referral.
