This chapter presents the argument that, in order to help solve the legitimacy problems faced by modern democracies, we should move towards a deliberative and associational democracy. There are three dimensions through which democracy can be deepened. The first is the expansion of the franchise, which means more people participate in collective decisions; the second is scope, which means more issues and topics are opened to democratic decision making; and the third is ‘authenticity of control’, which requires the effective participation of autonomous and competent actors.
